Dealing with Greater Jakarta Floods

In beginning of 2020, Greater Jakarta faced unexpected floods right after the celebration of New Year's Eve. The floods happened due to the heavy rainfall and had caused at least 66 people have been killed and 600,000 people displaced in the worst flooding in the area. Triggers from this issue, IDN Liveable Cities held a focus group discussion event, entitled, "Dealing with Greater Jakarta Floods in Times of Climate Change". This discussion is aimed to formulate recommendations to prepare the city for future flood disaster.

Greater Jakarta area is well-known worldwide as one of the most populous delta city in Indonesia. The area is actually a home for more than 12 million inhabitants. This number is gradually increasing each year, makes the area becomes denser. The area is also constantly facing flood issues during the rainy season. This situation is worsened with global phenomenon of climate change and rapid urbanisation that give tremendous impacts to the city: land subsidence, sea-level rising, and environmental degradation. At beginning of 2020, the area welcomed new year 2020 with a big flood event impacted almost all of districts in Greater Jakarta area, put the economic activities on hold for couple weeks.

 

Departing from this issue, the initiators, IDN Liveable Cities and TYK Research and Action Consulting, have an initiative to arrange a discussion that brings together multidisciplinary experts from the Netherlands and Indonesia to find integrated and comprehensive solutions for this issue. The discussion was organised on February 27, 2020 in Embassy of Republic of Indonesia in the Netherlands, located in The Hague. The discussion is aimed to have knowledge exchange between the Dutch and Indonesian experts and stakeholders in dealing with flood issues. Besides that, it serves its function as a discussion platform to formulate solutions in the format of a policy brief to solve flood issues in Greater Jakarta area with a consideration of global phenomenon of climate change.

 

The discussion was divided into three sections. Each section has different topics that are interrelated into each other’s. Session 1 discussed evolution of Jakarta flood policies, climate change and urban water management. Meanwhile session 2 talked about flood mitigation approaches for Jakarta. Lastly, session 3 described regional development in Jakarta’s delta in times of climate change. At the end of the discussion, ten recommendations were resulted and wrote as a policy brief which were presented during Dutch Royal State Visit and Trade Mission to Indonesia in beginning of March 2020, in which was attended by King Willem-Alexander and Queen Maxima accompanied by several delegations, including IDN Liveable Cities, represented by Wiwi Tjiook.

To celebrate the Youth Oath Day on 28 September, Indonesia Diaspora Network in the Netherlands Taskforce Liveable Cities (IDN-LC) in collaboration with the Indonesia Diaspora Network in the Netherlands (IDN-NL) and the Embassy of the Republic of Indonesia in the Netherlands (KBRI Den Haag) organized an event called, ‘Indonesia Liveable Cities Update 2022’.

This July, IDN Liveable Cities has an exciting news. Three new team members join the Task Force Team and will work side by side with the Task Force Drivers. Beside this, Wiwi Tjiook was appointed as the new Chair of IDN Liveable Cities altogether with the new Board Members of Indonesian Diaspora Network in the Netherlands (IDN-NL). Her inauguration was done on June 26, 2020 and was lead by I Gusti Agung Wesaka Puja, the Ambassador of Republic Indonesia for the Netherlands period 2016-2020.

On June 26, 2020, I Gusti Agung Wesaka Puja, officially ended his duty as the Ambassador of Republic Indonesia for the Netherlands after four years of duty to represent Indonesia in the Netherlands. His great contribution has also acknowledged by the Kingdom of the Netherlands which represented by an award given by the King Willem Alexander, namely Ridder Grootkruis in de Orde Van Oranje-Nassau on June 12, 2020. Before his departure, a series of farewell event was held by various parties followed by handover ceremony to Fikry Cassidy, the Vice Representative of Indonesia for the Netherlands and the inauguration ceremony of the new Board of Indonesia Diaspora Network in the Netherlands (IDN-NL).

On June 3, 2020, Indonesia Diaspora Network the Netherlands, Taskforce Liveable Cities (IDN Liveable Cities) was represented by Wiwi Tjiook , Driver of Integrated Water and Landscape Planning as one of the panelists for the webinar “Food and Landscape Urbanity”. This webinar was organized by the Architecture Department of University of Lampung (UNILA) in co-operation with Indonesian Association of Architects (IAI) , Indonesian Society of Landscape Architects (IALI), Indonesian Association of Planners – Lampung Chapter (IAP) and was the first in a series of 4 which will be hold every 2 weeks. Each session will feature 2 speakers from different background who will reflect on the current COVID 19 pandemic situation affecting cities and public space. The webinar was joined by more than 150 participants from across Indonesia as well as diaspora in Australia, Singapore and The Netherlands.

In March 2020, IDN Liveable Cities was selected as one of delegations in Dutch Trade Mission to Indonesia in which also attended by King Willem and Queen Maxima. This event took place mainly in two cities of Indonesia, Jakarta and Surabaya, and held for five days, started in March 9 until 13, 2020. In this mission, the King and Queen were accompanied by delegations comprised of Dutch governmental institutions, companies and non-governmental organisations.

In the mid of 2019, the President of Republic Indonesia announced to move the capital of Indonesia from Jakarta to Kalimantan. This plan shocked not only the Indonesian nationals but also international. Inspired by this, IDN Liveable Cities in collaboration with Embassy of the Republic Indonesia in the Netherlands (KBRI Den Haag) initiated a focus group discussion in this topic. This discussion aimed to gather opinions from diaspora and international multidisciplinary experts in respected topic.
